Abstract
We develop a Chern-Simons-Landau-Ginzburg theory to describe a two-dimensional electron gas in intermediate magnetic fields. From this theory the formation of a charge-density wave (CDW) state at half filling of high Landau-Levels is derived. The CDW consists of incompressible stripes with diamagnetic edge currents.
